RB8506 SIFU Get Input Port Data

get the input port data.

Input Port line 0..3:

- 0 low level

- 1 high level

Input Port line 4..7:

- 0 low-high transition did not occurr

- 1 low-high transition occurred

So for example, when the bit-pattern is 0b00010111, input lines 0..2 are high (1) and input line 4 had a low-high transition.
